Respond to the following:

Industrialized countries have produced the excess atmosphereic CO2 that could be contributing to global warming and other possible adverse climatic conditions. Therefore, industrialized countries should tax themselves by, say the equivalent of $3.00 per gallon of gasoline, to reduce CO2 emissions, with the poceeds going to developing countries to provide technology to allow economic development with minimal greenhouse gas emissions.
