The University of British Columbia has developed WebCT (World Wide Web
Course Tool) that might be of interest to those developing web courses.

creation of sophisticated World Wide Web-based educational environments. It
can be used to create entire on-line courses, or to simply publish
materials that supplement existing courses. It has a facility for tracking
student navigation through materials
